Garak is being Garak. Trying to figure out what he's doing will require going to the end of what he's doing and through all of it. Or to get him to have to explain it all.
It's not like it's an easily studied anomaly which Starfleet is used to.

So I assume Garak knows he can't evade all investigations, but pick which one will see him detained and being stuck in a Federation prison just might be better for his long-term health than a bajoran one.
Additionally, cardassians are at least as spiteful as today's humans, so it wouldn't be surprising if he sees an opportunity to make the lives of some of his most beloved fellows more interesting...
I do have some admiration for Garak's dedication. All this high profile effort just for a few quiet words with Sito Jaxa.

Somehow I suspect the author isn't writing Garak out of the story by sticking him in prison long-term.

Garek probably wants to ensure his safety from dukat's scheme. If he's in starfleet custody, he can't be arrested by the bajorans. And an ambassador's assassination is too big to allow deportation.

This is still pre-'Die is Cast' Garak, so he hasn't finally reached his breaking point that destroyed his hope of returning to Cardassia as Cardassia current is. In fact, he might actually be a bit further away from that realization as Raine has pointed out to him that he might have a chance since there are those who were listening to him on Cardassia. He might put himself first, but if it might blow back on Cardassia or the Obsidian Order he's not going to risk it. In other words he's still in the mid-grey of his earlier appearances rather than the ligher-grey he became.

His most obvious objective is that he's safer and more comfortable in Federation custody than he would be in Bajorian custody. He's probably got another fact (or 'fact') that he can use to prove that he didn't assassinate the diplomat when he wants to be released.
He's probably got some other objectives . . .

I recall cookery class, one of the first thing we did was pizza, making your own dough base, with cheese in it, and a ring of frankfurters to hold in the fresh tomato, with herbs, and cheese topping...
Replicators are nice, but there's something to be said for making your own food from reasonably basic ingredients... (I've not peeled and chopped a fresh tomato since that day - there's these exotic things called 'canned chopped tomatoes'...)

To this I will say Garak rightfully fears what would happen to him if he was stuck in a Bajoran prison with a warcrime charge for even a few days. 😇

in terms of known asari food it's honey marinade ( from ardat yashi )and pre gardner "cannibal" calamari gumbo, so the game seems to have the same idea as a joke

He could also use the opportunity to speak with Ensign Jaxa and trying to figure out on his own the mystery behind the two Kyra Nyers, the guy hates Dukat with a passion not just because he's blocking his way to go back to Cardassia, so he defitnilyt will be interested how in the world the Order is thinking and how Gul Dukat fits in this puzzle.
The man is loyal but he's no fool, something rot is going on here and he knows it. The Order deliberate either left one of they operative behind enemy lines for ten years or left one of they own to rot in a detention center for ten years.

The reason I didn't have a chapter yesterday was because of an obsessive plot bunny that ended up materializing into the start of a new story after being hit by writers block.
